Paul Monroe
Sheriff Paul S. Monroe was born in Warren, Ohio, and grew up in the Bolindale area of Warren. Sheriff Monroe graduated from Howland High School and Kent State University, earning a Bachelor of Science (BS) in Criminal Justice / Law Enforcement Administration. Sheriff Monroe began his career at Howland Township Police Department as a patrol officer in 1987, working literally every job in the police department. From “walking the beat”, to conquering many positions of rank, including; Detective, Commander of the Detective Bureau, and Shift Sergeant. Sheriff Monroe worked undercover buying drugs and narcotics, organizing narcotics operations with multiple agencies. In 1990, Sheriff Monroe, Commanded the first Trumbull County Drug Task Force, known today as TAG. In 2003, Sheriff Monroe was promoted to the rank of Chief of Howland Police Department.
