David Bobby

Major

Major David Bobby is a seasoned professional with over 35 years experience in the Ohio correctional system. Rising through the ranks from Correctional Officer to Regional Director, he managed nine facilities housing nearly 16,000 inmates and 3,000 staff. Serving for 15 years as Warden at multiple facilities; including, the Ohio State Penitentiary, Trumbull Correctional Institution, Belmont Correctional institution and the Northeast Ohio Correctional Center, Major Bobby implemented innovative programming, enhanced security measures, and developed specialized restrictive housing policies.

His expertise in corrections extends to training and policy development, contributing to state and national standards through his work with the American Correctional Association and the National Institute of Corrections.

Major Bobby is also a consultant with CGL Corrections where he has recently conducted staffing analyses for the Virginia Department of Corrections and the South Dakota Department of Corrections. He is a ‘Distinguished Alumni Award’ recipient from Youngstown State University, from where David also earned a Bachelor of Science in Criminal Justice.

Major Bobby has authored corrections training materials and served in leadership roles for various professional organizations for law enforcement. His career reflects a deep commitment to advancing corrections practices, supporting staff development, and improving outcomes for incarcerated individuals.
